war on drugs

I believe the war on drugs is an effort to stop the drug flow but not deal with the problems associated with drugs. I believe most drug offenders need counseling and treatment not jail or prison. I think the war and its efforts should be reevaluated to look at other options and ways to win the war on drugs. There are billions spent on the war that could be used in educating people and creating programs for addicts.
